Civil Society - a person in an Agent Role (an individual)

The associated model supplies various types of relationships a person may have as "an agent" in a single day an individual may interact in many roles.  The individual owns their identity as the person must protect or remedy any false information about themselves.a) a person must know the information exist and who has the information.  b) if the person was not aware of the information sold by a broker, is it fair to expect any person would release their identity for others to own?  Not in the mind of any reasonable person, even if the person was a contract or legal expert.  Not in the mind of any reasonable person, even if they could read the smallest text on a mobile device.   Each person has a human right to be counted and to be equal under the law with all its protections.  It is imperative that public and private partnerships with civil society are clear on the person having self determination and visibility into any information, images, video or data and its usage.  Identifies the potential to share information based on the viability of a source and completeness.  A capability to accept the information supplied as a service by any business or organization to every person the information was acquired about.

Understanding the role of a Data Owner in terms of the person whose data was acquired and the reasonable expectations between a person as a single physical object and a single digital record.
A physical to digital or analog world was never understood by non-technical persons.
At the original state of transformation from manual to software systems, a single master record for an employee, a customer, and a supplier was the expectation as it was agreed in ISO 9000 standards and in communicating to the project teams within an organization.

Any transformation and innovation was riddled with unknowns and uh oh's were expected - these risk were never taken if in conflict with the ISO 9000 series and quality management system.  We referred to the way the business was structured as the business management system.  Every part of the business management system was supported by corporate policies and standard operating procedures.

With the leaders of these transformations we typically expected to challenge each others thinking as a means to avoid the unknowns by leveraging each others knowledge and wisdom.

The environments are no longer filled with knowledge workers, instead we have people with no understanding of the business systems and no regard for the quality management systems.
Further complicating the silos and knowledge gap; we have no accountability from the management and even less from the leaders.

Data has become the tool used to manipulate the performance and monitoring of the intended outcomes manipulated by an offline or unknown to the process owners in the business.
DAMA Foundation serves as the worlds data professional certification issuing body and manager of the body of knowledge used by data professionals.

The website speaks volumes in that clearly data without context or without time stamps is simply raw data.
Russel Ackhoff and Dr. Deming re-affirm that
  • Data is an object without any context it has no meaning
  • Information is the results of data with applied context
  • Knowledge is derived from the Who, what, when and why  (we use information)
  • Understanding is from the How
  • Wisdom is from the synthesis of the way our actions impact the system overall.
Certified Data professionals are often the resources enlisted to confirm the data use within the organization as a pre-requisite to an external audit or a due diligence requirement.

Issues many organizations or agencies resources face is the divide and misalignment with the way technology is delivered and managed or how the data from the software within or collected by others is combined or segmented to the lowest levels breaking the referential relationships.
Each business commits to honor privacy and fails to avoid collecting private information,  When few people understand business and understand technology equally as well the gap in the effectiveness and efficiency shows up in the lack of cohesive processes when key performance indicators are not measured.
