This simulation models creation of debt by private collections companies. Municipalities sell debts that community members incur from (trumped up) criminal charges to private companies, who apply interest and fees that make the debt unpayable.
While working on this model, I realized that this model is the basis for loans from banks, credit cards companies, and any company that offers financing.
