Assume vectors are the same as columns in a spreadsheet and the people are rows in the same.  If I have a vLookup which acquires the population by county or zip code the associated demographics would populate the associated vectors.

In California, a legislative decision was made to ensure all unspent child care funding was to be re-purposed to the highest priority zip codes.  The bill clearly identified the federal block development grant which prevents any discrimination against any child, or program funded by the federal government.  

Apply the same logic to all under-developed, indigenous and under-served populations.
