The purpose of this model is to take real data input introduce it into the probability fields for example crime statistics and jail rehabilitation statistics. This will give an accurate community representation. 
Once done resources can be adjusted for example the number of Community Officers and the number of Jail Rehabilitation Officers and the efficiency of their process. The measure of success is the number of Jail inmates at the end of the simulation and the number of unstable community members. Assumptions include the probability of the transition and the effectiveness of intervention.
